【Important Policy Reminder on Cross-Strait Educational Exchanges】Explanation of Regulations Regarding Academic Exchanges with Mainland China

Dear Faculty and Staff,

On April 14, the university issued a notice via email and the official website regarding the Ministry of Education’s policy on academic exchanges with Mainland China, titled “Important Notes on Participating in Educational Exchange Activities in Mainland China and Compliance with Reporting on the Registration Platform.” Additionally, during the administrative meeting on May 6, the university resolved to recommend a temporary suspension of cross-strait exchange activities, including both outgoing TMU faculty/students to Mainland China and incoming visitors from Mainland institutions. Units that must engage in such exchanges are required to follow all relevant regulations and reporting procedures.

I. According to Ministry of Education (MOE) Regulations:

For any exchange activity involving faculty or students traveling to Mainland China—whether in person or online (e.g., video conferencing)—the following actions are mandatory:

  1. Pre-event reporting: Complete registration on the designated platform at least one month prior to the event.

  2. Event changes: Any changes must be reported within 3 days of occurrence.

  3. Post-event reporting: Submit a post-event report within 1 month after the event concludes.

  4. Promotion of PRC events: If your unit helps announce or promote a Mainland event (physical or virtual), this must be registered on the platform before or within 3 days of announcement.

II. Reporting Procedure:

Target Participants: All TMU faculty and students participating in exchange activities with Mainland China.

  1. At least 1–1.5 months before the activity, faculty must complete the attached “Self-Evaluation Checklist for Cross-Strait Educational Activities,” obtain approval from their department head, and submit it to the college office. Once approved, the college will notify the applicant to proceed with online registration. Please refer to pages 6–9 of the attached “operation manual” for required information.

  2. Post-event: Submit a post-activity report on the platform within 1 month. Refer to pages 9–10 of the operation manual.

  3. If your unit announces PRC-related event information, you must complete the “Announcement Registration” on the platform before or within 3 days of the announcement. See page 11 of the operation manual.

III. Additional Clarifications:

  1. According to the MOE, “Mainland China” refers exclusively to the People’s Republic of China and does not currently include Hong Kong or Macau.

  2. Please note: Submitting information on the platform is for filing purposes only; it does not imply approval or formal review of the activity.
