【Announcement】Important Notes on Participation in Educational Exchange Activities in Mainland China and Compliance with Reporting on the Registration Platform

In accordance with the Ministry of Education’s official letter, the university reiterates the need to comply with relevant regulations and complete reporting on the “Mainland China Educational Exchange Activity Registration Platform” for any educational exchange activities in Mainland China. The following guidelines are provided for all colleges and relevant units to follow and disseminate:

  1. According to Ministry of Education regulations, for any group educational exchange activities involving students traveling to Mainland China, whether in person or virtual (including video conferences), the activity must be registered on the platform under the “Educational Exchange Activity” page at least one month prior to the activity start date. A post-activity report must also be submitted on the “Post-Activity Registration” page within one month after the activity ends.

  2. If the university assists in announcing Mainland China’s activity information (including in-person or virtual activities), the announcement must be registered on the platform under the “Assisted Announcement of Mainland Activities” page either before the announcement date or within three days after the announcement.

  3. According to the Mainland Affairs Council’s announcement, effective June 27, 2024, the travel alert level for Mainland China, Hong Kong, and Macau has been raised to “Orange.” The public is advised to avoid non-essential travel. Please reinforce awareness of current cross-strait relations and government policies, and remind faculty and students to carefully assess risks and challenges when participating in exchanges in Mainland China to ensure their personal safety and rights.

  4. For students taking leave to participate in Mainland China exchange activities organized by internal or external organizations, units, student clubs, departmental associations, or private foundations/associations, or for activities independently arranged by faculty, the same registration requirements on the platform apply.

  5. The university’s organization of student exchange activities to Mainland China, or assistance in announcing Mainland China’s activity information, must comply with cross-strait policy positions and relevant legal regulations. All activities should uphold principles of equality and dignity. Caution is advised for invitations from Mainland China offering free or fully hosted participation, and careful evaluation of the organizing entity, itinerary, objectives, and promotional content is required to avoid involvement in political agendas or participation in Mainland propaganda.

  6. All units must strengthen internal review and control mechanisms and retain relevant records for inspection. The Ministry of Education will conduct random checks, and compliance will be considered in administrative evaluations and subsidy grant reviews. For any concerns about the activity content or organizing unit, please seek prior consultation from the Mainland Affairs Council.
